Cecily Small Gooch

Cecily Small Gooch is vice president and general counsel for TXU Energy. She manages the company’s regulatory compliance group. Her core responsibilities include coordinating legal and regulatory compliance support as well as counseling related to marketing, commercial transactions and regulatory compliance.
Prior to joining TXU Energy, Gooch was an attorney at Hunton & Williams LLP, where she served in the regulated industries and governmental relations practice area. She assisted with regulatory advocacy efforts for TXU Corp. (now EFH) and its subsidiaries before the Public Utility Commission of Texas. In addition, Gooch provided ongoing regulatory compliance counseling as well as advocacy services concerning federal and state legislative matters affecting the electric industry. She also participated in administrative contested case hearings and appeals relating to ratemaking and implementation of electric industry restructuring legislation.
Prior to joining Hunton & Williams LLP, Gooch was an enforcement attorney at the Texas Natural Resources Conservation Commission, the predecessor to the Texas Commission on Environmental Quality.
Gooch holds a bachelor’s of arts degree in government from the University of Texas. She is the fourth generation of her family to receive a law degree from the University of Texas School of Law.
