Cecily Gooch
General CounselTXU Energy
Cecily Small Gooch is the General Counsel for TXU Energy. She also manages the company's regulatory compliance group. She came to TXU Energy from Hunton & Williams, where she was in the regulated industries and governmental relations practice area.
While she was an attorney at Hunton & Williams, Gooch managed regulatory advocacy efforts concerning numerous rulemaking proceedings for TXU Corp. (now Energy Future Holdings) before the Public Utility Commission of Texas, related to the implementation of electric industry restructuring legislation.
Prior to joining Hunton & Williams, Gooch was an enforcement attorney at the Texas Natural Resources Conservation Commission, which was the predecessor to the Texas Commission on Environmental Quality.
Gooch is a graduate of the University of Texas, and is the fourth generation of her family to receive her Law degree from the University of Texas School of Law.
